New South Wales gives a demolition two routes. A complying development certificate is issued by a private certifier against a fixed code, with nothing weighed on merit: the land and the proposal meet every standard in it, or the route is closed. A development application goes instead to the City of Canada Bay, assessed on merit, notified to neighbours where the controls require it, and open to conditions or refusal.
Eligibility follows the land and the scope, never preference. Zoning, a heritage item or conservation mapping over the lot generally closes the certificate route, and so does bundling the demolition with a dual occupancy or a subdivision.
