New South Wales offers two routes. A complying development certificate is issued by a private certifier against a fixed code, and nothing is weighed up: the land and the proposal meet every standard in it, or they do not. A development application goes to the council, is assessed on merit, notified where the local controls require, and comes back approved with conditions or refused.
Which is ordinary here runs against the pattern in much of Sydney. In the NSW Planning Portal registers collected for Strathfield Municipal Council, 357 demolition worded applications went to the council against 226 issued as complying development certificates.
