Greater Sydney is a label, not a consent authority

Two official definitions exist, and they disagree. The Interpretation Act 1987, as amended by the Greater Cities Commission Act 2022, lists the councils making up Greater Sydney, and there are 33 of them. The Australian Bureau of Statistics draws its own boundary of 34, built from labour market catchments rather than council borders. The same Act wound up the Greater Sydney Commission, so no body of that name exists to lodge with.

That matters the moment you ask who approves your demolition. The answer is never the region; it is the council whose boundary your street number falls inside.

Owning the house is not the same as being allowed to take it down

Two things sit between an owner and the job. The first is consent. A demolition needs approval in hand before a wall comes down, whether that is a complying development certificate or a development application decided by your council. Owning the title does not exempt the building, and starting without consent is the one mistake here that cannot be tidied up afterwards.

The second half is the work, and this is where owner plans come apart. Structural demolition in NSW is licensed work. Friable asbestos must always come out under a licensed removalist, and bonded asbestos only up to the small quantity SafeWork NSW allows an untrained person to handle. Waste has to reach a lawful facility with dockets proving where it went, and the site runs to Australian Standard 2601-2001 against a work method statement for the address.

Stripping fittings and carpet out ahead of the machines is ordinary. Taking the structure down, disturbing asbestos or pulling the services is not owner work in this state. If anyone tells you otherwise, ask to see the licence they are relying on.

Certificate or council, and what actually decides it

Neither route is a preference you express. A complying development certificate is issued against a fixed state code, most often by a private certifier, with nothing weighed on merit. A development application goes to your council, which assesses it on merit, notifies the neighbours and can approve with conditions or refuse. What normally closes the certificate route is heritage: a listed building, or a block inside a heritage conservation area, goes to merit assessment. Scope matters too: a standalone knockdown can qualify where one tied to a subdivision cannot.

How that rule lands depends on which council reads the file. We pulled the demolition record for 23 council areas from the NSW Planning Portal. Of 228,274 files, 30,014 are demolition typed.

Ku-ring-gai Council shows how loosely the map predicts it. Conservation mapping covers 7.7% of that local government area, yet 62.3% of its demolition approvals come through as complying development, because its heritage sits in individual items rather than mapped areas. Willoughby City Council runs at 54.5%, and the City of Sydney at 36.8%.

So do not read your route off a heritage map, or off what a friend in another council went through. We check the address, the mapping over it and your scope before anything is lodged.

Before accepting anybody’s price, ask for a current Demolition Licence and Asbestos Removal Licence held by the company doing the work, with staff and contractors complying with WorkCover requirements to Australian Standard 2601-2001. Asbestos comes out under our own licence through our asbestos removal service, so no second contractor is booked mid job.

Do you cover the whole of Greater Sydney, or only the suburbs listed?

The State renamed the planning region. Does that change what we lodge?

No. Nothing was ever lodged with a regional body. Demolition consent comes from a council or an accredited certifier, as it always has.

Is there one Greater Sydney rule we can plan the whole job around?

No. The legislation is identical everywhere; the maps underneath it are not. Two similar houses, one in Willoughby and one in Ku-ring-gai, can take different routes for reasons unrelated to either house. What does hold across every council area we measured is that where a certificate is the route, a private certifier is almost always the one issuing it.
