Homebush has a boundary of its own in the state suburb register, it sits in postcode 2140, and every address inside it is assessed by Strathfield Municipal Council.

The postcode is what misleads people. Homebush West carries 2140 as well, so the number on your rates notice cannot tell anyone which of the two suburbs your block is in. Homebush Bay is different again: it is a locality rather than a gazetted suburb, it answers to another council, and nothing here carries across to it.

What happened on Abbotsford Road, and why it matters to you

The NSW Planning Portal record for Strathfield Municipal Council holds 43 demolition development applications inside Homebush, and Abbotsford Road accounts for 15 of them. It is also the street with a cautionary story on it.

The original house at an Abbotsford Road property was demolished without consent, and as of March 2026 the council’s enforcement action over it was in mediation. Later that month the district historical society objected to a demolition proposal further along the same road. Neither matter is ours to comment on. What they show is that a demolition here is a decision somebody has to make first, and that the council acts when a building comes down ahead of it.

New South Wales gives you two routes. A complying development certificate is issued by a private certifier against a fixed code, with nothing weighed up: the land and the proposal either meet every standard or they do not. A development application goes to the council, which assesses it on merit, notifies affected neighbours, and can approve with conditions or refuse.

The record that holds those 43 development applications holds only 16 complying development certificates for Homebush, so the merit route is the majority one here.
