Demolition Rhodes: one house at a time, or a whole row at once

The demolition Rhodes sees most is a single house coming off a block, and the demolition it is better known for is a whole row of addresses cleared together for one build. One street doing one kind of job, and the rest doing another

The NSW Planning Portal’s demolition records for the City of Canada Bay carry forty applications at a Rhodes address. Twenty five went to the council as development applications; fifteen were complying development certificates.

Seven of them put one new dwelling back on the block. Every one of those is on Llewellyn Street. That street carries thirteen applications in total, across twelve street numbers.

The rest of the register is doing something else. One approved council file covers thirteen addresses at once across Blaxland Road, Leeds Street and Cavell Avenue, for demolition, tree removal and remediation works. Its council reference is DA2025/0015. A later proposal reaches eighteen addresses on Blaxland Road and Concord Road. Eight certificates covered matching scope over a run of Blaxland Road numbers and the low end of Llewellyn Street, house by house, clearing ground for one build.

Neither is our project; both are public record. What they tell an owner is that the street sign settles nothing. At one end of Llewellyn Street a demolition means a house replaced by a house. At the other it is a lot number inside somebody’s assembly.

The certificate route, the council route, and where Rhodes lands

New South Wales gives a demolition two ways in. A complying development certificate comes from an accredited private certifier against a fixed state code, and nothing is weighed up: the proposal meets every standard, or the route is shut. A development application goes to the City of Canada Bay instead, assessed on merit and open to conditions or refusal.

Across the council area, certificates outnumber merit applications on the demolition record. In Rhodes it runs the other way, and the register above is why: bundle a remediation, tree removal, a subdivision or several lots onto a demolition and no fixed code covers it, so a planner does. A plain knockdown on unconstrained land is the certificate candidate.

What we take on here, from one cottage to a cleared row

A full knockdown takes the house, garage, shed, paving, fencing, footings and slab, and hands back a block your builder can set out on. Plenty of it is smaller: a pool, a deck, a retaining wall or a secondary dwelling, with or without the excavation for what replaces it. Several lots coming down together is the same work repeated, sequenced around whoever still lives either side.

What gets asked on a street that is half rebuilt

Our block is mapped as acid sulfate soil. Does that close the certificate route?

Not on its own. It is one of the layers read over your title, alongside heritage, conservation and contaminated land. What shuts the code route is a mapped constraint or a scope outside the standards, and you get that in writing before anything is lodged.

An approval on the public record already lists our street number. Do we still lodge our own?

Almost certainly. A consent covers the scope and the applicant it names, and several files here cover a group of lots held by one party. If yours was swept into one by a previous owner, its conditions and currency get read before anyone assumes it helps you.

We are at the high numbered end of Llewellyn Street. Does what happened at the low end tell us anything?

Very little, and that is the useful part. The low numbers were cleared under certificates issued as a set, house by house, as ground was gathered for one build. The high numbers are knockdowns the council assessed, each replaced by a new house. Same street sign, two pathways, settled by lot and scope rather than by address.
