New South Wales has two suburbs called Silverwater, and this is the one in postcode 2128, where City of Parramatta Council assesses every address. Demolition Silverwater, on the council’s own registers, is more often a house coming down than a factory.

The other Silverwater sits in the Lake Macquarie area under postcode 2264, and directory pages mix the two up constantly. This one is 2128, a postcode that names no other suburb.

Set the boundary against the state’s local government boundaries and 100% of it falls inside the City of Parramatta. Every determination on a Silverwater demolition came from the council, its delegated staff or a planning panel, never a state authority.

Silverwater’s reputation is warehouses. Its planning record is more mixed.

City of Parramatta keeps two registers on the NSW Planning Portal, one for development applications and one for certificates. Between them they hold 45 demolition records at a Silverwater address (City of Parramatta OnlineDA and OnlineCDC registers). Twenty-two name a residential form: a dwelling house, a dual occupancy, multi dwelling housing, a boarding house. Sixteen name industrial or commercial work, mostly warehouses. The rest are demolition and nothing else.

The divide shows in the street names as clearly as in the counts. Asquith, Carnarvon, Beaconsfield, Deakin and Wetherill Street North carry nearly all the housing work. Stanley, Derby, Shaft, Day Street North, Vore and Egerton carry the industrial. Asquith does both, its warehouse records at the high numbers and its house records well below. So we ask for a street number, not a suburb.

A private certifier or a council planner, and what tips it either way

New South Wales gives a demolition two ways through. A complying development certificate is issued by a private certifier against a fixed state code, with nothing weighed on merit: the land and the proposal meet every standard, or the route is shut. A development application goes to City of Parramatta Council, assessed on merit and open to conditions or refusal. Eligibility follows the land and what is lodged beside the demolition.

Silverwater leans further towards the council than its council area does. Complying development takes 41% of fresh demolition applications here, against 54.3% across the whole of City of Parramatta.

What tips it is usually on the plan. Nine local records carry a subdivision beside the demolition, and all nine sit in the development application register. None reached a certifier. Industrial work lands the same side, because a new warehouse or an amalgamation of lots fits no fixed code.

The work itself, on an industrial slab and on a house block

On the residential streets a full demolition takes the house, garage, sheds, carport, fencing, driveway and slab. A partial one takes a wing, a level or the internals. Much of the housing work here clears the way for a duplex or townhouses.

On an industrial block it is the same licences in a different order. Frames, roof sheeting, mezzanines, racking, pits and hardstand come out in a sequence that keeps the units either side of you trading, which is our commercial demolition service.

Bonded sheeting turns up in eaves, wall linings, plant rooms and outbuildings, and it leaves under our own licence rather than in the general waste, as our asbestos removal service sets out. Ground condition earns its own word on land like this: one site here, the former landfill on Carnarvon Street, still carries a current Declaration of Significantly Contaminated Land.

What goes back up afterwards matters here too. A demolition clearing the way for a subdivision is scoped differently from one clearing the way for a warehouse, because the consent behind it permits different works.
