Nearly every address in Sydney Olympic Park sits in the City of Parramatta local government area, and almost none of it is assessed by that council. Parramatta Local Environmental Plan 2023 does not zone the precinct; a State planning policy does, and that decides where a demolition in Sydney Olympic Park is lodged. The boundary is not in dispute: all but one of the precinct’s address points fall inside the City of Parramatta, and every portal record carries that name.
That name is the local government area, not the consent authority. Pull the zoning here and what returns is the State Environmental Planning Policy for the Central River City precincts, made in 2021, with the local government field blank. It was amended by the Sydney Olympic Park Master Plan 2050, effective April 2026.
New South Wales normally gives demolition two routes. This precinct effectively has three.
A complying development certificate is issued by an accredited private certifier against a fixed code, with nothing weighed on merit: it meets every standard or it does not. The Authority’s own guidance names demolishing a building as an example. Eligibility turns on the land, and the heritage mapping that can close the route rides on the State policy too.
Where the code does not fit, the application still does not reach a council. Below a capital investment threshold it goes to the Sydney Olympic Park Authority and is determined by the Minister for Planning and Public Spaces as a State development application. Above it, it becomes State significant development, lodged with the Department of Planning, Housing and Infrastructure and determined by the Minister.
The portal layer for this precinct is frozen, running from 2018 to 2023. Across it, 81% of all applications went through as complying development, the highest share in this project. Every demolition-worded record was a certificate, and all were commercial fit-out and strip-out work, with no residential knockdown at all. One, on Figtree Drive, returns a building to base build.

The precinct’s rules stop at its edge. Demolition in Wentworth Point is not State assessed: nearly every address there is zoned by Parramatta Local Environmental Plan 2023 and determined by City of Parramatta Council. Burroway Road is split along its length between the two instruments.

For a demolition inside the precinct, no. The council fills the portal’s council field and owns the boundary on the map, but it is not the consent authority. An address just outside gets a different answer, which is why we start from the street number.
The master plan was finalised in March 2026, and the zoning change took effect the following month. It sets out 15,000 homes across 640 hectares. Reporting in late April 2026 flagged the railway station’s vaulted roof as at risk under it. None of it decides your application, but it is why the instruments moved recently.

The error only runs that way. One road crosses three suburbs, so a street name can sit inside the precinct at one number and outside at another.
