New South Wales runs two approval routes and you do not choose between them. A Complying Development Certificate is issued by a private certifier against a fixed set of standards, with no judgement applied: the land and the proposal either satisfy every standard or they do not. A knockdown of one dwelling on an unconstrained lot is the usual candidate. The other route is a Development Application, assessed by council on merit and open to conditions or refusal. Heritage mapping, contaminated land or a second dwelling attached to the demolition push a job that way.
Out here the certificate route carries a large share of house demolitions, and the certifiers issuing them are almost entirely private. Of 198 demolition certificates on the NSW Planning Portal record for Seven Hills, only three used Blacktown council’s own format. The rest came from private certifiers, across 61 separate accreditation numbers. None of which promises your block qualifies: eligibility follows the mapping over your address, not the suburb.
None of it lands on you. We lodge the certificate with a private certifier or the development application with your council, notify the council and any neighbours the controls require, obtain WorkCover approval, write the Work Method Statement and order Dial Before You Dig plans before anything breaks ground.
Electrical, gas and phone or internet disconnections are part of the job. Asbestos comes out under our own licence to EPA approved New South Wales disposal, and the clearance certificate is ours to hand over.
Council areas do not follow suburb names. Toongabbie sits across three of these four at once: by land area City of Parramatta holds 51.8% of it and Blacktown 36.0%, with Cumberland the remainder.
Rouse Hill is split so evenly that the answer changes with the measure: The Hills Shire holds 50.8% of its address points, while Blacktown holds more of its land. Address points is what decides where you lodge.
Nothing about a council boundary tells us what your job will cost, and neither does a suburb name. Two houses of the same floor area on one street price differently once you account for construction type, asbestos, truck access, the concrete underneath and how much is recyclable.

Beecroft and Eastwood are mostly outside; Cheltenham and Homebush West barely touch. We work in all five, but would not call them Western Sydney without knowing where your block sits.

The statutory planning boundary puts Western Sydney in the eight Western Parkland City councils, out through Penrith and Liverpool, and none of the suburbs on this page fall inside it. Under the health district boundary this page uses, they do. Neither changes your approval, which comes from your council and the mapping over your lot.
