NSW gives you two ways in. A complying development certificate is issued by a private certifier against a fixed code: the land and the proposal meet every standard in it, or they do not. A development application goes to the City of Canada Bay, which weighs it on merit, notifies the neighbours its controls require, and can approve with conditions or refuse.
Which one is open to you comes down to the lot, and to what is lodged beside the demolition.
