There is more than one Inner West, and the authorities disagree. This page uses the Australian Bureau of Statistics boundary, which covers four councils: Inner West Council, Burwood Council, the City of Canada Bay and Strathfield Municipal Council. Twenty one of the suburbs we work in sit inside it, thirteen in Canada Bay. NSW Health draws it wider, its Sydney Local Health District reaching into parts of the City of Sydney and Canterbury Bankstown.
And one authority contradicts the name outright: in NSW planning law there is no Inner West district. The Environmental Planning and Assessment (Greater Sydney Region Districts) Order 2017 places Inner West Council in the Eastern City District, alongside Burwood, Canada Bay, Strathfield, Bayside, Randwick, Waverley, Woollahra and the City of Sydney. On the statutory map the Inner West and the city centre are the same planning district, not different ones.
So Inner West Sydney is a real place, not a jurisdiction: no postcode of its own, no single consent authority. The council your street number falls in decides your demolition.

There are two approval routes in NSW. A complying development certificate is issued by a private certifier against a fixed code: the land and the proposal either meet every standard or they do not, and nothing is weighed up. A development application goes to your council, which assesses it on merit, notifies affected neighbours, and can approve with conditions or refuse.
Which route is realistic is a council question, not a regional one. In the Inner West Council area the certificate is the exception and most demolitions are assessed on merit. In Canada Bay and Burwood it is the majority route, with Strathfield between. The odds are not the same in any two of these councils.
What closes the certificate route most often is heritage conservation mapping, and there is no single Inner West map to check: each council maps its own under its own local environmental plan. Inner West Council maps 112 conservation areas under the Inner West Local Environmental Plan 2022. The City of Canada Bay maps 26. Burwood maps 21 and Strathfield 18. Those counts come off the NSW heritage mapping layer, and they are why the answer changes at a boundary.
Your own block still decides your case: a standalone knockdown on unconstrained land commonly qualifies, while a demolition tied to a dual occupancy or a subdivision generally does not. Wherever that route is open, a private certifier issues the certificate, not the council.
A full knockdown takes the house, garage, sheds, fencing, paving and slab. A partial demolition takes a rear wing or an upper level and leaves the rest braced and standing. A strip-out is staged so the tenancies either side keep trading. The price then turns on what the building is made of, whether asbestos is in it, how a machine and a truck reach the block, how much can be recycled instead of tipped, and which approval route the land is on, because lodging that is work too. A square metre rate hides all of it, which is why we will not price a job over the phone.
