Kissing Point Road is also where the work stops being houses. The register puts two child care sites, a residential flat building and a boarding house along it, each with demolition in the consent. Nothing like it sits in the Dundas Valley file.

One address shows how long a paper trail runs. The register carries DA/89/2024, a demolition approved with an attached dual occupancy to follow. Fixed standards, or a planner's judgement on the merits

Two routes exist in NSW. A Complying Development Certificate is issued by a private certifier against fixed standards: the land and the proposal either meet every one of them or they do not, with nothing weighed up. A Development Application goes to City of Parramatta Council and is judged on merit, which is where anything outside those standards goes.

Dundas uses both, along the lines its streets already draw. Slightly more of its demolition work sits on the certificate side, nearly all of it house scale: a knockdown, a pool, a garage, an attached duplex on a plain block. The council side holds the larger Kissing Point Road consents and anything carrying a subdivision.

Reading a demolition quote, and what should be itemised in it

Nobody can put a number on this from the street. What moves it is construction type, whether there is asbestos and where it sits, the depth and reinforcement of the slab, footings and old pits, tree removal on the same consent, access for machines, and how much is recycled rather than tipped.

What owners here want settled before they book a date

Do we need a development application, or will a certificate do?

It follows the land and the scope, not which you would rather have. A single house on an unconstrained block is the usual candidate for a certificate. Add a subdivision, a mapped constraint, or a building that was never a dwelling, and it goes to council.

Our address says Dundas but half our mail comes addressed to Dundas Valley. Does that reach the paperwork?

Not for the council, since both answer to City of Parramatta. It reaches everything else. The two keep separate application records, so what has been approved on one side is a poor guide to the other.

We only want the pool and the shed gone, and the house is staying. Is that too small a job?

No, it is ordinary work here. A fair share of the Dundas record is demolition with nothing built afterwards, so pools, garages and sheds alone are a normal file.

Ours is on Kissing Point Road, where the bigger applications are. Does that change our job?

It changes who reads the application more often than it changes the machines. That road carries the suburb’s flat building, boarding house and child care consents, so a demolition there more often reaches a council planner than a certifier.
