NSW gives you two. A complying development certificate is issued by a private certifier against a fixed code: the land and the proposal meet every standard in it, or they do not. A development application goes to the City of Canada Bay, which assesses it on merit, notifies neighbours where its controls require, and can approve with conditions or refuse.
Across the council area the certificate carries the larger share, at 54.9% of demolition approvals, and a private certifier issues 91.3% of those certificates.
