Certifier or council: the two routes to approval

A Complying Development Certificate is issued by a private certifier against a fixed set of standards, with nothing weighed on merit: meet every standard in the code and the certificate can issue. A Development Application goes to the council instead, which assesses it on merit, notifies neighbours where the controls require it, and can approve with conditions or refuse.

Across the Ryde area, most demolition approvals now run as complying development rather than as a full DA. That is decided by the land, not by how simple the job looks from the footpath: zoning, heritage listing and conservation area mapping open or close the route.
